一、单位简介

天津市对外经济合作协会（简称市外经协会）于2001年11月成立，是经市政府主管部门批准，专门为我市对外经济合作企业服务的社会团体，旨在对对外投资和经济合作相关行业进行指导、协调、监督、培训，推动对外合作交流，促进会员企业业务开展。自2015年以来，被连续评为“天津市先进社会组织”。2020年1月被评为“5A级社会组织”。 协会在国家对外经贸方针和“走出去”及“一带一路”倡议指导下，依据国际社会通行做法，以服务会员企业为本，发挥桥梁和纽带作用，协助政府加强和改善对外投资、对外工程承包、劳务合作、对外经济援助等各项国际经济合作业务管理，搭建平台，促进我市对外经济合作事业发展。

二、对外交流合作情况

近年来，协会与英国驻华大使馆国际贸易部、泰国驻华大使馆、泰国投资促进委员会、马来西亚驻华大使馆等联合举办活动；与英国天津商会签订了战略合作协议;与马华“一带一路”中心签订了战略合作备忘录；与泰国北京总商会等建立工作联系。会员企业在数十个国家和地区开展对外投资和经济合作业务。

多年来，市外经协会旨在推动会员单位“走出去”，加强与国外企业在经贸、文化、公益慈善等方面的交流合作。会员单位中非泰达投资股份有限公司、优联集团、中国昊远集团公司安哥拉分公司、天士力集团、中铁建大桥局集团、天津华勘集团有限公司、中国电建市政建设集团有限公司等在埃及、柬埔寨、安哥拉、马来西亚、埃塞俄比亚、坦桑尼亚等国开展国际合作，创造经济效益的同时，注重民间对外交流，积极承担社会责任。

2011年至2015年，市外经协会承办中埃·泰达苏伊士经贸合作区1.34平方公里起步区的招商推介工作，先后赴多个省市开展推介会十余场，积极承办境外市场投资推介会，参与组织海外代表团在津参观走访等活动。目前，市外经协会正在筹备“一带一路”“津”彩图片展示活动，宣传会员单位践行“走出去”及共建“一带一路”的成果。

三、理事单位代表简介

周文焕，女，中共党员，现任天津市对外经济合作协会会长，天津市商务行业社会组织党委委员，协会党支部书记。2018年起任天津市企业走出去三大服务平台（信息服务、人才培训、风险预警）主要负责人。

Publicity Show of the Council Members of Tianjin People’s Association for Friendship with Foreign Countries——Tianjin Foreign Economic Cooperation Association

I. About Association

Founded in November 2001 with the approval of relevant authorities of the Tianjin Municipal People’s Government, Tianjin Foreign Economic Cooperation Association (TFEA) is a social organization with a mission of serving foreign enterprises in economic cooperation settling in Tianjin, aiming at guiding, coordinating, supervising, and training related industries (for foreign investment and economic cooperation), boosting foreign cooperation and exchanges and promoting the development of foreign economic business among its members. It has retained the title of “Tianjin Advanced Social Organization” since 2015 and was rated as a “5A Social Organization” in January 2020. It operates under the guidance of national foreign economic and trade policies, the principle of helping enterprises “going abroad”, and the Belt and Road Initiative (BRI) and according to the current practice of the international community. Centering on its duty of serving its member enterprises, it upholds the tenet of playing a bridging role to facilitate the development of Tianjin’s foreign economic cooperation through the following approaches: assist the government in strengthening and improving the management of international economic cooperation businesses such as foreign investment, foreign project contracting, labor cooperation, and foreign economic assistance, and building platforms to promote Tianjin’s economic cooperation with foreign countries. 

II. International Exchanges and Cooperation

In recent years, TFEA has held activities with the Department for International Trade of the British Embassy in Beijing, Royal Thai Embassy, Beijing, Thailand Board of Investment, and Embassy of Malaysia, Beijing; signed strategic cooperation agreements with the UK Tianjin Business Association; signed a memorandum of strategic cooperation with MCA Belt & Road Centre; and established connections with Beijing Chamber of Commerce in Thailand. Member enterprises have conducted foreign investment and economic cooperation business in dozens of countries and regions. 

Over the years, TFEA aims to help its member enterprises “go abroad” and strengthen exchanges and cooperation with foreign enterprises in economy and trade, culture, public welfare, and charity. Its member enterprises, including China-Africa TEDA Investment Co., Ltd., Union Group, China Hyway Group Ltd. Angola, Tasly Group, China Railway Construction Bridge Engineering Bureau Group Co., Ltd., Tianjin Huakan Group Co., Ltd., and STECOL CORPORATION, have established international partnerships in Egypt, Cambodia, Angola, Malaysia, Ethiopia, and Tanzania. While creating economic benefits, they also value local people-to-people exchanges and bear social responsibilities. 

From 2011 to 2015, TFEA undertook the investment promotion of the China-Egypt TEDA Suez Economic and Trade Cooperation Zone, with a first-phase construction area of 1.34 square kilometers. It also carried out a dozen of promotion meetings in multiple provinces and cities, actively hosted overseas market promotion meetings, and organized the visit of overseas delegations in Tianjin. It is preparing the activity of Picture Show About Tianjin’s Involvement in the Belt and Road to advertise the achievements of member enterprises’ commitment to “going abroad” and co-building the BRI. 

III. About Council Member’s Representative

Zhou Wenhuan, a member of the Communist Party of China, serves as the current president of the Association. She is also a member of the Party Committee of Tianjin Business Industry Social Organization and Secretary of the Party Branch of the Association. Since 2018, she has been in charge of the three major service platforms (information service, personnel training, and risk early warning) that support Tianjin’s enterprises to go abroad.
